The academy was founded in 1961 and began teaching in September 1962 at the restored LC Smith factory (now demolished Midtown Plaza) in downtown Syracuse. The initial enrollment is approx. 500 students, the original graduating class of 1964 was 160.

Due to the need for more space and increased enrollment, a new site was chosen on Onondaga Hill, where the college now stands. The college was built in 1970 and the library was completed in 1962. OCC opened its first residence hall in August 2006.
