It offers undergraduate and graduate degrees and consists of three schools: Undergraduate, Graduate, and Nursing. It serves non-traditional adult working students primarily through distance learning programs.
Excelsior College was founded in 1971 by The New York State Board of Regents as its External Degree Program, known as The Regents External Degree Program (REX). Initial development of the program was funded by large grants from the Ford Foundation and the Carnegie Corporation. From 1984 to 2000, it was known as the Regent College, and it operated as a project of the Regency Council (as well as its board of directors).
In April 1998, the Board of Trustees granted the school an absolute concession to operate as a private, non-profit, independent institution. On January 1, 2001, Regents College, as required by the terms of its spinoff, changed its name to Excelsior College (Excelsior means “ever upward” in Latin; Which is also the state motto).
This was so rigorous that Excelsior had no trouble getting certified. However, Excelsior students are not eligible for federal student aid, which funds teaching, not the advice and evaluation Excelsior provides. From its first graduate program, the Master of Arts in General Education, which began in 1998, Excelsior began adding courses, taught remotely through a variety of means, including DVDS.

However, transfer credits are still very important. From the start, Excelsior was exceptionally free to accept transfer credits from other institutions. In essence, any credit from an accredited institution will be accepted if the course falls within one of Excelsior’s degree programs. In fact, part of Excelsior was created to address precisely this problem: students who have completed degree programs, but at two or more schools, none of them will honor the credits of others, making it impossible for the student to get the education that proves his or her.
The College has recently added a time limit: transfer credits will not be accepted if more than 5, 7, 10, or 20 years (depending on the specific degree program) have passed before the date of entry. Even with these restrictions, this is a more liberal policy than most other universities.
