The university is based on the findings of a report by Sir Martin Harris. The plan envisions a university based on a “distributed learning network”, so that teaching would take place on the university’s main campus and in the county’s continuing education college. This addresses the problem of remote areas that previously had no direct access to higher education.
The university has its headquarters in Carlisle. Its other main campus is located in Ambleside (formerly St Martin’s College) in Lancaster, and has classrooms and open-plan workspaces in the “Energus” facility on Blackwood Road, Lilyhall, Workington. The University previously also had sites in Penrith (formerly the University of Central Lancashire in Cumbria and before the Newtonrigg College of Agriculture) and London. Newton Rigg has been transferred to Askham Bryan College and the provisions of Tower Hamlets have been transferred to the East India Wharf Road. Furness College in Barrow Inverness has developed close links with the university and they share some of their facilities.
