How to Get a PA License — First Time PA License (or State ID)
Note: International persons who do not qualify for a Pennsylvania driver’s license, but have legal status in the United States may drive for one year with a valid foreign driver’s license. It is recommended that they also have an international driving permit.
To qualify for a Pennsylvania driver’s license, you must have at least 11 months (preferably 12 months or more) remaining before the I-20 or DS-2019 program end date.
International persons and their spouses who have never held a driver’s license or state ID card in any U.S. The state must take the following steps:
Step 1: Fill out page 1 of Form DL-180: Non-Commercial Learner’s Permit Application.
Step 2: Visit a physician, physician assistant, registered nurse practitioner, or chiropractor for a physical examination and have them complete page 2 (back) of DL-180.
Step 3: Obtain your Social Security card or request a letter of ineligibility (also known as a denial letter) from the Social Security Administration (SSA) stating that you do not qualify for a Social Security card. University Park students should go to the Social Security Administration at 901 University Drive, Suite 2, State College, PA 16801. Students on the Commonwealth campus should check the Social Security Administration website to find the nearest office.
Step 4: Collect the following raw files:
- DL – 180
- A valid passport
- Recently I – 94
Immigration documents (one of them, unless otherwise stated):
- Valid I-20 or DS-2019
- Employment Authorization Document (EAD) Card (except your I-20 or DS-2019)
- I-797, call to action
Two acceptable proofs of Pennsylvania residency, such as:
- The electricity and water
- Bank statement of account
- Proof of on-campus accommodation
- Lease etc.
Step 5: Prepare a check or money order payable to PennDOT in the appropriate amount. Cash is not accepted. See PennDOT fees.
Step 6: Visit the PennDOT Photo and Test Center in person. You cannot apply online.
